Kirkham Hay was born in Berkley, California on April 2, 1948. Kirk attended the University of New Mexico and the University of Oregon and received his B.B.A. in 1971 from the University of Oregon. Kirk received his J.D. from McGeorge School of the Law in 1975. Kirk received his LL.M. in Taxation from Boston University in 1976.

Bar Memberships:
Kirk was admitted to the Oregon State Bar in 1975. In 1981 he was admitted to the U.S. Tax Court.

Kirk is a member of the Multnomah County Bar Association and the Oregon State Bar.
